July 2026: This month’s Briefing Memo covers FlyraOS coming out of stealth, Superstate’s assets heading to Uniswap, an oversubscribed token sale for Squid, and a CLARITY Act that has stalled in the Senate.
Flyra launched FlyraOS, which the team calls the operating system for global money, and came out of stealth with it. Founder Oneal Bhambani walked us through a live demo of the proprietary, customizable ledger, which unifies every layer of the stablecoin stack, including cards, payments, lending, and compliance. RWA.xyz partnered with Robinhood to verify and report the data on Robinhood Chain. Superstate’s assets are headed to Uniswap following its new permissioned pools standard, which will let tokenized equities and other regulated instruments trade on AMMs. Squid completed its token sale with $27M committed, 11.9x oversubscribed.
Matt was named to Stablecon’s most influential list of investors and capital allocators, alongside allocators from Pantera and a16z. Stablecon also named two portfolio founders as rising influencers in their regions: Oneal Bhambani of Flyra in North America and Milind Sanghavi of Xweave in Asia-Pacific.
On the regulatory side, the CLARITY Act remains stalled in the Senate nearly a year after the House passed it, with Majority Leader Thune holding it until after the August recess and prediction markets pricing its 2026 chances below 40%. Commissioner Peirce, on her way out, offered her views on vaults and their intersection with securities laws, suggesting that a curator making discretionary allocation and yield decisions may be running a securities offering and acting as an investment adviser. A Southern District of New York bankruptcy court also issued a decision in Celsius on valuing avoided transfers of digital assets, holding that plaintiffs recover transfer-date value where the asset fell and petition-date value where it rose.
Elsewhere, the DTCC completed the largest tokenization production initiative to date with Goldman, BNY, Citadel, JPM, and Vanguard taking part, BlackRock outlined its crypto-TradFi convergence roadmap, Visa launched a stablecoin platform for banks and fintechs, and Circle received final OCC approval for a national trust bank.
