August 2026: This month’s Briefing Memo covers a new investment in Birdai, sovereign Stablebonds for Etherfuse in Kazakhstan, a Citi report on Superstate, and the SEC’s first dedicated crypto offering rulebook.
The Venture Dept. added a new portfolio company, Birdai. Birdai Labs operates at the base of the chain, decoding every transaction on high-performance blockchains to build a ground-truth picture of how execution actually happens, then using that picture to return value to the participants who generate order flow rather than the validators and arbitrage traders who extract it from them.
Circuit launched Backup Vaults, which lets users create a non-custodial backup wallet for end-to-end disaster recovery. Etherfuse received approval from Kazakhstan to issue government Stablebonds, positioning its tokenized sovereign debt as the local-currency collateral layer for a corridor the country is building between China and the West. Etherfuse also signed an MOU with Shinhan Asset Management, the Solana Foundation, and Orca to build a proof-of-concept KRW-denominated tokenized fund on Solana, modeled on BlackRock’s BUIDL, ahead of Korea’s STO framework taking effect in February 2027. Citi published a 15-page report on Superstate describing it as the onchain plumbing for the next generation of regulated financial products, and Superstate is exploring tokenizing Bitwise’s Solana staking ETF shares at its registered transfer agency.

The team is planning an Asia trip this fall with likely stops in Tokyo and Singapore in early November. Jon spent the first weekend of August at Berkeley’s second annual Agentic AI Summit, which drew roughly 5,000 people in person and 100,000 online, and came back with a read on how quickly agentic tooling is moving into financial workflows, from KYC checks to institutional order routing to client onboarding.
On the regulatory side, CLARITY’s odds have fallen to 15% as the midterms consume the calendar, but the SEC formally proposed Regulation Crypto Assets, its first dedicated offering rulebook, adding a $5M lightweight exemption, a $75M disclosure-heavy path, and a safe harbor with state-law preemption. The CFTC is drafting its own market structure rules in parallel. The OCC continued issuing charters at a pace not seen in a generation while denying Wise and Bunq on compliance and management grounds, and Circle added a New York DFS trust charter to the OCC charter it received in July.
